Summary:


The Executive Director of Finance will manage all school related accounting and financial functions.  They will work very closely with the superintendent and their designee(s) to devote maximum attention to the responsibility of budget and finances. The executive director will attend all board meetings to support the budget and finances of the school division and to supply the financial records and other information which the board may need.

 

Qualifications: 

 

  • Master’s degree from an accredited college or university in the area of accounting, business, finance, or a closely related field or licensed as a Certified Public Accountant (CPA).
  • At least 5 years of experience in accounting, business finance, or a closely related field.
  • Management level experience required including directing staff, developing financial reports and analyzing financial data.
  • Knowledge of the philosophy, mission, leadership needs, and planning requirements of the division.
  • Ability to create and present ideas and budgets in a variety of formats to a diverse group of stakeholders.
  • Working knowledge of data processing and computer applications for financial operations.
  • Knowledge of spreadsheet applications.
  • Knowledge of government accounting and auditing.
  • Knowledge of generally accepted accounting principles as they apply to school divisions.
  • Knowledge of budget planning and formulation.
  • Demonstrated ability to plan, staff, direct, and coordinate finance functions.
  • Demonstrated ability to work effectively with school division management, support staff, auditors, and other officials.
  • Ability to maintain confidential records.

Essential Duties:

Essential duties are interpreted as being descriptive and not restrictive in nature.  Other duties may be assigned. 

 

  • Directly oversee all aspects of the school division's budget and finances.
  • Directly supervise all representatives of the finance office.
  • Direct preparation of Superintendent’s annual financial report and federal and other source reporting requirements.
  • Supervise and conduct staff training in all fiscal operations.
  • Assist with or conduct performance evaluations.
  • Sustain, promote, and grow departmental programs and services.
  • Directs all functional areas including payroll, cash receipts, disbursements, purchasing, petty cash, fixed asset accounting, debt service, capital projects accounting, expense budget administration, activity fund accounting, insurance, grants, fuel and parts inventory, financial management reporting and donated funds for scholarship awards.
  • Provide for the preparation and implementation of the Division budget, coordinate the division budget with individual schools and department budgets, including various special budgets to include Federal grant programs.
  • Oversee the development, on-going operation, and analysis of the school division budget.
  • Process required state, federal and other reports related to finance, student data, school division operations.
  • Coordinate financial activities and accounting entries with appropriate county officials.
  • Secure and maintain appropriate student accident, workman’s compensation, fire, general liability, errors and omissions, vehicle, boiler, and machinery, and crime insurance for the school division.
  • Recommend appropriate computer software for financial operations, both local school and division wide.
  • Serve on advisory and other committees at the discretion of the Superintendent.
  • Arrange for audit of school activity-fund accounts, school board accounts, and the internal audit.
  • Recommend policy additions/changes to the school board.
  • Advise the superintendent of the financial status of the division.
  • Prepare financial reports for the school board and board of supervisors.
  • Make recommendations on the use of funds.
  • Prepare borrowing applications for school construction and other capital projects.
  • Participate in the school division’s strategic planning process
  • Other duties as may be assigned by the Superintendent.

Pay Rate:

The salary range is $110,950-$187,183

 

Contract:
Full time / 12 months / 245 days
