Summary Description
The Director of Planning is responsible for pupil membership projections, development of the Capital Improvements
Program, representing the School Board at County and Town planning commissions and governing bodies, the Triennial Virginia School Census, and the development of the annual School Board Legislative Program. In accordance with these responsibilities, the Director directs the activities performed by the personnel assigned to the Department of Planning.
Qualifications
- Bachelor’s Degree in a field to include statistics, demographic studies, and system projection methods; Master’s Degree preferred
- Seven years of experience in system planning; experience in school system setting preferred
- Understanding of legislative processes and ability to work successfully within legislative, political arena
- Possesses leadership qualities and personal characteristics necessary to supervise administrative and classified staff and work effectively with members of the community, administrators, parents, and teachers
- Demonstrated experience in developing and tracking budgets
- Knowledge of state and federal statutes, regulations, and rules
- Ability to keep and maintain accurate records and to meet deadlines
- Possesses strong organizational skills and interpersonal skills
- Ability to communicate with individuals of varied cultural and educational backgrounds
- Demonstrate the leadership qualities and personal characteristics necessary for working effectively with administrators and teachers
Essential Duties
Essential duties are interpreted as being descriptive and not restrictive in nature. Other duties may be assigned.
- Supervises the collection of data for school planning purposes including birth rates, building permits issued and finalized, enrollment trends, school generation factors, and other appropriate demographic information; supervises and coordinates the development of pupil membership projections for budgeting and long-range planning; determines information to be included in the computerized student information system with regard to data needed for planning and School Census purposes.
- Supervises and coordinates the development of the annual Five-Year Capital Improvements Program; reviews rezoning applications to determine impact on schools and the need for school sites in the areas to be re-zoned; coordinates and negotiates school site needs and locations with developers and County and Town planning staff, including the development of safe walking routes to schools.
- Studies legislative programs of the Virginia School Boards Association and recommends a legislative program to the School Board; coordinates School Board legislative positions with the Virginia School Boards Association and represents Frederick County Public Schools at the Virginia General Assembly and State Board of Education meetings; reviews all proposed legislation at the Virginia General Assembly and presents items concerning public education to the Superintendent, School Board, and other administrators for review and comment.
- Reviews and recommends revisions to school attendance boundaries as needed, including the maintenance of school attendance boundary descriptions; reviews all requests for school enrollment from non-citizens of the United States, including requests for student visas.
- Represents the School Board at meetings of County and Town planning commissions and governing bodies.
- Supervises and coordinates the Triennial School Census; determines planning data to be collected with the
- School Census, including the supervising and coordination of the analysis of this data.
- Develops goals and objectives in concert with the Superintendent for the Department of Planning and Legislative
- Services’ activities; attends Board meetings and prepares reports for the School Board as the Superintendent may request; serves as a member of the Superintendent’s Senior Staff.
Pay Rate:
The salary range is $99,500-$167,864
